Measures on Score-Based Administration of Booth construction (Version 2008)

Measures on Score-Based Administration of Booth construction (Version 2008) (hereinafter referred to as “the Measures“) will be implemented since January 1, 2018 to establish a credit and integrity system for exhibition builders of Shanghai World Expo Exhibition and Convention Center (SWEECC) to ensure the safety of exhibition facilities and construction, and prevent and eradicate all risk factors during setup and dismantling.

I. Scope of Application:

The Measures is applicable to companies responsible for exhibition structure setup and dismantling within SWEECC as well as their construction directors and construction workers.

II. Operation:

Onsite constructors and their directors should train and manage all of their staffs and strictly follow relevant national laws and regulations and relevant exhibition rules and systems (subject to the commitment letter). The Exhibition Center will immediately suspend the work in case of any violation of commitment letter and impose a penalty fee (RMB 300/point) on the contractor and its director based on the seriousness of default; the Exhibition Center will calculate scores for construction worker involved in such violation, who cannot resume their work until correction is made and a written letter of guarantee signed. Points will be deducted in case of the following illegal operations (including but not limited to the followings):

1. Failure to carry out rectification based on onsite “Notice of Rectification” and continued working despite the warning (3 points);

2. No safety helmet and belt or tying safety rope is used when working at a high place (1 point);

3. Use of unsafe construction tools (such as damaged insulator of electric tool insulator or herringbone ladder) (1 point);

4. Floor damage or contamination due to insufficient protection measure during the construction process (1 point);

5. Inconsistency between booth No. on construction permit and the actual booth, between workers and the badge they wear or failure to wear construction badge as required (2 points);

6. Trade workers operate without relevant certificate (5 points);

7. Failure to store construction materials and tools in the designated place after construction (1 point);

8. Bring articles explicitly prohibited into Exhibition Center despite of warnings (2 points);

9. Disobey management instructions during booth construction or dismantling, which results in onsite disorder, blocked traffic or other cases compromising onsite operation (3 points);

10. Electrician fails to turn power off as required after the exhibition is closed (2 points);

11. Non-compliant construction and illegal operation while setting up or dismantling a booth, which leads to safety risks (3 points);

12. Leaving construction wastes within the Exhibition Center or on adjacent roads during exhibition dismantling (5 points);

13. Booth electric leakage during construction process (12 points);

14. Electrical short circuit during construction process (5 points);

15. Safety accident due to illegal operation during construction process (5-12 points, based on seriousness);

16. Drop or collapse of booth and other structures built by contractors during exhibition (3-12 points, based on seriousness);

17. Illegal conducts of contractor's workers within the Exhibition Center (12 points);

18. Other cases violating regulations or the instruction of onsite safety guard (points will be deducted as appropriate).

III. Scoring Rules:

1. The points deducted for violation of rules will be included in the records of the contractor, its director and relevant worker involved in such violation.

2. The score cycle for enterprise lasts for one year since the day when the contractor completes real name authentication each year.

3. The score cycle for individuals lasts for 1 year since the day when he/she applies for construction permit with the Exhibition Center for the first time.

4. Where the total score of the contractor or its director is equal to or lower than 12 during one score cycle, its points will be zeroed when applying for real name authentication next year. If, however, the contractor or its director has more than 12 points within a score cycle, it will be included in a list of specially monitored enterprises and directors who need to purchase the insurance required by the Exhibition Center when apply for construction permit for booth construction.

5. Where the score of an individual is equal to or lower than 6 during one score cycle, his or her points will be zeroed when apply for real name authentication next year. If, however, the score exceeds 6 within a score cycle, the individual will be included in the list of specially monitored workers who need to purchase personal insurance required by the Exhibition Center when applying for construction permit for booth construction.

6. Those involved in any of the following cases will be included in the list of enterprises and directors involving serious violation who cannot participate in the booth construction of SWEECC for three years (since the date of occurrence)
1) Those included in the list of specially monitored enterprises and directors for 2 consecutive years or whose score exceeds 20 within 1 year;
2) Those included in the list of specially monitored workers for 2 consecutive years or whose score exceeds 10 within 1 year;
3) Enterprise, its director and workers refusing to carry out rectification for illegal operation or failing to pay penalty fee in time;
4) Enterprise, its director and workers causing accident through illegal operation refuse to handle accident as required;
5) Workers punished by public security authority due to illegal conduct when working within the Exhibition Center;

The Exhibition Center reserves the right to interpret and address any matters unmentioned herein as per relevant national laws and regulations and exhibition rules and systems.

Where the illegal operations mentioned herein are subject to adjustment as per the current laws and regulations of government, they will be additionally handled as per applicable laws and regulations.
